Pohakuloa Training Area Utilities Baseline Assessment and Master Plan

Located between the slopes of Mauna Loa, Mauna Kea, and the Hualalai mountains, PTA serves as a military training area for the combined armed forces in the Pacific Region. The cantonment (main support) area is approximately 566 acres with an entire training area totaling 132,000 acres. With its aging structures and infrastructure being more than 50 years old, USAG-HI needed to assess their existing facilities.
ATA evaluated the baseline conditions and capacities of PTA and Kawaiahae Harbor wastewater, water and drainage systems and provided recommendations for prioritizing improvements along with cost estimates for those improvements. The Utilities Baseline Assessment also contemplated the feasibility of replacing its existing cesspool systems with a PTA wastewater treatment plant and R-1 water distribution system.
As part of the PTA master planning efforts, ATA evaluated the roadways, grading and utilities for different alternatives, including relocating the entire cantonment area.
